Born in Petnjica, next to Šavnik,in 1950.
Dragan graduated from the Faculty of Fine Arts (Department of Painting) in Belgrade in the class of a professor Radenko Mišević, in 1978, having finished his master's thesis in the class of the same professor in 1980. As a French government grant holder, he obtained his specialization at the Academy BEAUX-ARTS in Paris in the class of the professor Jacques Jankela from 1981 to 1982. In 2002 he was promoted to a full professor at the Faculty of Fine Arts in Cetinje, and in 2003 Dragan becomes a regular member of the Montenegrin Academy of Arts and Sciences.
